Tory Hibbitt
Health and Privacy Lawyer
Tory Hibbitt is a health lawyer with broad experience representing a range of private and public sector health industry clients across Canada in professional regulatory matters, medical malpractice defence, insurance defence and civil litigation. Tory’s clients range from health organizations and health associations to private clinics and health professionals. She represents regulated health professionals in complaints or disciplinary proceedings before their college and frequently advises on:
- Private insurance delistings and appeals
- Risk management in clinical practice (e.g., consent, capacity, scope of practice)
- Privacy, access and breach response
Tory is a Certified Information Privacy Professional (CIPP/C) and advises a broad client base on regulatory compliance in privacy, access, and breach response matters. As co-author of the Annotated Alberta Health Information Act, Tory remains at the forefront of Canada’s evolving health privacy landscape. Her work has been formally recognized by the Legislative Assembly of Alberta, where a copy of the text is held in the Assembly Library as a resource supporting legislative and policy dialogue. She has also testified on behalf of the Canadian Bar Association before the Standing Senate Committee on Social Affairs, Science and Technology on Bill S-5. As a thought leader, Tory regularly contributes to industry knowledge through publications, speaking engagements, and teaching—translating complex legal topics into practical guidance for clients and the broader healthcare and privacy community.
Tory is a member of both the Alberta and Saskatchewan Bars and is actively involved with several legal associations, including the CBA, where she served as Chair of the National Health Law Section. She also serves on the Board of Directors of Imagine Citizens Network. As an instructor on the Osgoode Certificate in Privacy Law and Information Management in Health Care program, Tory trains health industry professionals on key competencies for managing and mitigating risks related to health information privacy. Committed to supporting the next generation of legal professionals, Tory enjoys mentoring law students and junior lawyers, including through the CBA’s Mentor Program.
